Preparing beds for new year

I'm digging up my potatoes tomorrow and that will be it for the year I'm growing. The soil is so compact and was cracking in this heat so I want to make an effort in improving the quality. All I've done this summer was top the beds up with compost which I think is the reason it's not improved.

Do I dig them up a bit and then cover with well rotted manure? Then in April mix it all up? Will I need to top it with anything more like top soil instead of compost?

An old boy uses lime do I need that?
