Stupid question: Hypothetically what happens when 2 people request the same thing that is a 1 of 1?

For example Diabate requested Air Force one. What if someone else wanted it during the same time, Do they give them Air Force two, but tell them it’s actually Air Force one? Do they have the hive just build a whole new plane?

Thinking about it this might be a terrible example because Air Force one is the plane the US president is currently in.
