Suspecting a scam, unable to reach Rogers call center

I'm feeling like I may have become a victim of a cell phone scam.

I was cold called offering phone promos and was interested in a new device anyways so went along with it. They had me order directly from Rogers website, provided me a promo code to get the discounted rate once performing the activation. I now have the device and have gotten a call from a 1888 number acting as a concierge to help with the activation. The promo code I was given before isn't working and he tells me that dispatch sent the wrong phone under regular plan rates and that I need to return this one and they will ship from a different batch which is for the promos. Here's where I decide to stop and try and call Rogers at 1-888-764-3771 to confirm all of this (I had tried calling them before after the initial outbound sales call, and they confirmed my order including the discounted rate to be applied). I'm unable to get through to anyone and it tells me that they are overwhelmed with calls and hangs up.

Am I being scammed?

Should I return the device to Rogers directly?

How do I get ahold of anyone?
