What specs do I need?

So I'll be doing game design at uni which involves programming and whatnot. We're using unreal engine and I'm looking for a new pc for it. I don't know what I need though.

I'm wondering if 16gb of ram is enough for projects on unreal engine, which I'm assuming it is, though I'll also be making my own games on the side and I plan to make dev logs. So would a modern PC be able to run unreal engine and like OBS at the same time? Would I need a PC with better specifications?
