why is it so hard to apply at publix?

i’d say that i’ve been trying to apply to my local publix for over a year now, but i can never hear back from them. i’ve redone my application when they email/text me to do so, yet nothing ever happens whatsoever. i understand if they don’t want me because i have no work experience (it’d be my first ever job if i got hired), or because of me being fifteen even though they hire at that age, but i do have tons of experience in things like volunteering and whatnot.

is publix hard to hear back from, or am i just being horribly targeted? lol
