Whales Theory

So at some point there was a mass death of whales. This is what Per Stensen sees on the news and what the conspiracy theories were about in that hackers screen. Per looked genuinely shocked and concerned by this. Seemingly unrelated, a copy of Moby Dick shows up in Silo 1, where Ahab goes crazy trying to find and kill a single whale. Also, we know that Per Stensen was involved in early nano technology research

My theory was that Per Stensen funded an early research project to create a nano technology smart weapon that could find and kill specific people based on DNA. Their plan was to test on a single blue whale, hence the codename "Project Moby Dick". However, it didn't go as planned, and it just commits whale genocide. Per realizes that it's only a matter of time for humanity, so he starts the silo project.
