Einstein vs AL Balti

Looking to maximize my builds. Right now I have l:

Einstein: Alaska (full agility + AP)

AL Balti: Des Moines (should I try APsolute Ammunition?), Rochester, USS Voyager, Balti, Buffalo

Norm Scott (HE focus): Worcester, Cleveland, AL Montpelier, Anchorage (does this belong here??)

Any recommendations or feedback?
