I need some serious advice and opinions

When I first got my apartment I noticed when it rained water would leak through the hallway window area, and constantly stain the rug inside. After about a year or two of me calling them about it they finally decided to take the window out and seal it with a cut out piece of some material that fit the dimensions of the window hole, then they placed its shitty roof shingles on and placed paper wall layering on the inside. Now idk what it looked like when they first tore the window out. If there was a presence of mold or not. But you would think with all that time and water damage something would have grown.

After they sealed the wall it seemed fine for a little bit. But then you started to notice the actual outline of a square, the shape they filled it with. And then it started to bubble in areas. So clearly water was still making its way through somehow. And every time it rains it does more and more damage. Now it got to the point where the bubble burst and the paper wall lining started to actually tear off. And I'm not an expert but it looks like there are blotches of black stuff underneath. I'm not sure if I need to go out and buy a mold test kit or call a lawyer. I'm concerned because I've been living here for around 5 years or more. And I'm not sure if it's caused any damage to me or my dog. What do you think my best approach is?
