At what point is it time to either reduce the cap or use paid personnel instead of volunteers?

Everyone is aware there are issues. Most of the time that I see people point out very valid criticism about how fucked the badge line situation is, or other issues related to the con's management, others shut it down with "Well it's ran by volunteers who are working very hard, be patient."

I do appreciate that those volunteers are trying their best, but if people are waiting several hours in line in record heat, *especially* if that is the 'normal', maybe something needs to change? Imo, either reduce the cap on attendees to 60k or something, or pay some people with experience to make this less of a cluster fuck. DragonCon is a really great experience when you get to actually enjoy it, but every year (and more so lately!) some folks who've paid a bunch of money to fly out, rent expensive hotel rooms, and then get stuck in lines for most of their weekend.

We should not look at Disney Land's infamous lines and go "yes, that is what we aspire to"
