Is it okay to submit 4 LORs if a program requires 3?

Hi everyone, quick question. If I have 4 letters of recommendation, but a program specifically requires 3 LORs, is it okay to submit all 4? Its also hard to tell which one is stronger than others.

Or is it better to strictly follow the program’s requirement and submit only 3?

I’d appreciate any advice, especially from people who have applied recently. Thanks!
