I 26F need to break up with bf 29m

I want it to be him but our relationship is toxic very toxic and I know realistically it’s not going to work out. I’ve tried to break up before by blocking but he’s relentless, I don’t want to change my phone number but I think I might have to? I just need reassurance that it’s okay to just block him despite still loving him I just really badly wanted it to be him I wanted to get married and have kids and do the whole life thing with him but it 99% will now work out and I’m 99% sure that it won’t it’s just that 1%
