How to get highest ability uptime for prismatic getaway artist build? (without devour)

Wanted to make a Getaway artist build with both Bleakwatcher and Hellion (no Devour). Does anyone have recommendations on weapons/fragments/set bonuses/mods/articact mods that result in grenade uptime that's on par with devour?
