Team that is notorious for having a revolving door

In a location that isn’t as impacted by layoffs and such things, I was offered a position with a team that is fairly technical but everyone seems abnormally young except for 1 person and only 1 other person has worked there for a full year. I get the impression they are always trying to hire. It is on site which could be the reason. But everyone seemed fine so far on calls and they say that this contact is stable

I don’t know it seems a bit weird. But it’s hard to know who works with who and get an unfiltered perspective.

Can a team have high-turn over because of some contractual reasoning is it really just a red flag that the culture is toxic?
