Engine only rotates 270 degrees

Generator stopped running overnight. Found intake rocker loose, also it has no cap on end of valve, exhaust has a cap. But the valve keeper on the exhaust is different and has a larger hole that the cap sits in. Intake keeper has no hole, so I am thinking intake doesn’t have a cap by design.

While setting the lash, engine rotated fine but then it just stopped letting me rotate it pulling the cord. Figured out engine will rotate 270 degrees - it hits a hard stop being turned ccw, then will rotate cw 270 degrees and hits a stop again. Sounds metallic when hitting stops. Both stops are near TDC, the ccw stop is closer to TDC than the cw stop. Spark plug is out. Push rods were pulled out a few inches, doesn’t help.

Push rods look straight. Rotation feels easy and smooth.
