J1 Visa - Updated DS2019

Hi everyone,
I’m currently in the U.S. on an ECFMG-sponsored J-1 visa . My residency program is for 3 years (through 2029).
When I initially received my J-1 visa, my DS-2019 was valid only until July 2027, and my passport has a J-1 visa stamp valid until July 2027.
I have now received a new DS-2019 extending my program through 2029.
My question is:
If I travel to India during my first year (while my current J-1 visa is still valid), can I apply for a new J-1 visa stamp in India using my newly extended DS-2019, even though my current J-1 visa has not expired yet?
Who will be right person or entity to approach for this question ?
