Need recommendations for quiet noise cancelling earbuds

Autistic here.

I'm sensitive to sounds and some from earbuds are painful. At the same time I need noise cancelling pair to block out noises from outside.

I need earbuds that have quiet signals telling about connection or battery level, or ability to adjust volume or disable them. Quiet sound in general, smooth change of volume, low bass, good sound on minimum volume, don't fall out, don't make noises when noise cancelling is on and something touches them(or at least please don't be painful)... And not be expensive. Around 30$ would be manageable for me.

Still I want to know if perfect pair exists even if I can't afford it, so I would like to hear that as well.
