Men's cosplay as a girl...Use men's or women's pattern?

Hi, I've only patterned and sewed women's clothing before. I'm planning on cosplaying a male character. I plan to bind my chest+add shoulder pads.

When drafting a pattern for a male character's cosplay, should I draft a women's block or men's block?

My hips are quite large so I'm not sure if I should draft my cosplay based on a men's basic block or a woman's. My goal is to look as masculine as possible, I want the cosplay to hide my feminine features.
