What if we added an old, never released, Noxian item?

So history time for younger summoners! The CDR boots, the Ionian Boots Of Lucidity, were created to celebrate a community (and lore) related event: Ionia vs Noxus

Ionia won, so we got the CDR boots, with another item that was never revealed item left in the vaults for is Noxus won.

So, in the spirit of classic, if this item still exists, what if we voted on releasing it?
