How do I begin my life as a member of society if I have nothing?

I’m 19 still living with my parents and I need to get a license and soon a job but I’ve encountered the roadblock of the DDS requiring proof of residency and the only proof I can get is mail. I Genuinely have nothing but my SSN and birth certificate :/
