IS HE LYING?

I (29F) started dating guy (30M) 2ish months after he was dumped by his ex GF of 6 1/2 years - We met organically, got along so well, became serious pretty quickly. We were together for around 7 months then she finds out he's seeing someone and reaches out to have a conversation, they meet up, she says she has regrets and he immediately breaks up with me saying he has "unresolved feelings." Been a month and we've seen each other a few times - he says he wants to remain friends - and a week ago states "I don't think I'm getting back with my ex." I know no one is his life supports them getting back together. Is he lying?

He says he needs to get a job (unemployed for a few months now after being laid off) and life together before getting into a relationship. and doesn't know what will happen "once the dust settles." Feel like he's keeping me around as a backup but I understand still not being healed from having your heart shattered after years together.
