Does anyone else here have neighbors that never one take their dogs for walks and just leaves them in their yards all day?

I feel like when my parents had a dog, they were basically the only ones on our street that actually took it for a walk. But in my 30 years of living, I have never seen any of my neighbors on my street that were there long before I was ever take their dogs outside the boundaries of their home. They either leave them inside all day or leave them in their backyard all day. There is no in between (except in winter where thankfully they keep them inside). Idk maybe I’m just being nosy but it just seems weird to have a dog and not take them out ever.

Has anyone else experienced this?
