Hey small doubt about passport renewal

hey guys do you guys have any idea about the passport renewal process, the thing is i am still in college and my college has custody of my 10 th and they told me it was not possible that they will give it to me for my passport renewal

so i made a bonafied certificate which is just a certificate which says that the college has the custody of the 10 th certificate and wont give it away and this certificate is more than enough

i called one of the travel agencies near the passport seva kendra, they were like yeak thats okay but when i called another travel agency which is not near the passport office they were like yea thats not possible, you might need the real thing, bruh how tf am i suppose to take the 10 th certificate if theyre not giving it

so if you any of guys know what to do, please help
