Who do you even talk to to put up one billboard for a release?

I keep seeing artists at roughly my level with a board up for a single and I can't work out the mechanics. Every board seems to be owned by a different company, so I don't know if you find the owner of a specific one and email them or go through something that covers a lot at once. Lead time relative to a release date is the other unknown. What was the process for you?
