Do average students really need tuition?

The top 20% income bracket spent an average of S$162.60 monthly, compared to S$36.30 for the bottom 20%. Definitely possible for the wealthy to send their kids to centres for all subjects but how about lower income families? Wouldn't cheaper centres be less effective too?
