Who do I call to report that a construction crew needs to fix something?

We don't do a lot of deliveries, but we get an order from Walmart every month for our food for the month. And every single month, the driver simply doesn't see the large chunk of curb that is really not in a good place because it is part of the original parking lot that got redone when they turned it into section 8 housing. So every single month, the driver is almost guaranteed to get a flat tire and sometimes a bent rim. It really wouldn't be much work for a crew.
