Flooring Approvals

Building has a lnw requirement, flooring documents achieve better than that but they still are not satisfied, yet the documentation is based on closer to the building structure than nearly every approved application in the system. Just keep getting no, no details, now my other trades are about to say they don't want to be part of it because I can't lock anything in until the approval comes through. Ive reached out to the manufacturer and they give the same document. What do I do?
