For context, I live near someone who appears to be an Indo-Trinidadian woman living next door to me, and she literally looks the exact same as Oswalda Cobblepot from Batman: Caped Crusader—right down to every facial feature, that intense, icy expression, and high-society aura. Word is she is a distant relative of the owner and she just moved in last month. From day one, she has been aggressively unfriendly, openly picking on me, and actively trying to cause trouble. I've tried my best to completely avoid her and keep my distance, but even when I say nothing or just try to mind my own business, she targets me and radiates hostility.

I'm trying to wrap my head around what drives this kind of behavior. What kind of psychological profile or personality type makes someone act like this toward a neighbor who is actively avoiding them? What are their underlying character traits, and what are their typical weaknesses, vulnerabilities, or insecurities that might trigger this kind of malicious and abrasive front?

For background, I am a Catholic and I pray regularly, so I try to handle this with patience and peace, but it's getting draining and overwhelming. How do you deal with someone like this practically and spiritually when they are actively causing trouble?
