Is it reasonable to assume that Souron set the silmarils in Morgoth’s crown?

I guess I’ve always assumed that anything that had to do with crafting, whether it be arming Morgoth’s armies or deceiving the hearts of the easterling men and all of Morgoth’s spy work was Souron’s contribution since those were his strengths….or maybe he learned a lot of those things from Morgoth himself? How do ya’ll see his role as “leftenant?”
