College won't issue rank/percentile for GKS G top-20% clause

My batch's highest score is 80%, mine is 72.11% (~under top 20% by my count).

I mailed college asking for the top 20% certificate and a rank list if available. College replied: "The university do not provide a rank, therefore we shall not be validating your claim." (my college is affiliated to another university)

Anyone dealt with this? I have no idea what to do. HELP PLS

I have attached what i mailed to my college for reference.
