What kind of personality type makes a new "Oswalda Cobblepot" lookalike constantly pick fights, cause trouble, and look for issues, and how do you handle it practically and spiritually?

For context, a new woman moved in next door just last month, and she happens to look the exact same as Oswalda Cobblepot from Batman: Caped Crusader (down to the intense, icy expression and high-society aura, and she's supposedly a distant relative of the owner). But to be crystal clear, her looks are just a striking observation—the real issue is her behavior. From day one, she has been relentlessly rude, openly picking on me, and actively looking for trouble. I've tried my best to completely avoid her and keep my distance, but even when I mind my own business, she targets me and manufactures conflict.

I'm trying to figure out what drives this. What kind of psychological profile or personality type makes someone act like a hostile instigator toward a neighbor who wants nothing to do with them? What are their underlying character traits and insecurities that trigger this kind of abrasive, malicious front?

For background, I am a Catholic and I pray regularly, so I want to handle this with peace, but constant harassment is draining. How do you deal with someone who is actively causing trouble like this? Would love insight from people who understand psychology or have dealt with toxic neighbors.
