Aloha military community! One of the most common questions I get from active-duty service members PCSing to Hawaii is: *"We bought a home with our VA loan at our last duty station and kept it as a rental. Does that mean we have to rent on Oʻahu, or use a conventional loan with a huge down payment?"*

The short answer? **No! You can hold two VA loans at the same time.**

In this post, we’re breaking down how Partial Entitlement works so you can buy a primary residence on Oʻahu with $0 (or very little) down payment even if you already own a home on the mainland.

# The Reality Check: How Partial Entitlement Works

**Q: How does the VA calculate how much you can borrow with $0 down if you already have an active VA loan?**

**A:** The VA assigns entitlement based on local county loan limits. Because Oʻahu (Honolulu County) is a designated high-cost market, your secondary entitlement limit is much higher.

# How the Math Breakdown Looks

1. Lenders look at how much entitlement is tied up in your current home (usually 25% of that home's original loan amount).
2. They subtract that used entitlement from Honolulu County's maximum entitlement cap.
3. The remaining balance determines your maximum $0-down purchase power on Oʻahu!

*Even if the home you want costs more than your remaining $0-down limit, you don't need 20% down. You only pay 25% of the difference!*

# 3 Steps to Buying on Oʻahu While Keeping Your Mainland Home

# 1. Offset Your Previous Mortgage

If you're turning your mainland home into a rental property, lenders can use **75% of your signed lease agreement** to offset that mortgage payment, preventing it from tanking your Debt-to-Income (DTI) ratio.

# 2. Leverage Your Tax-Free Oʻahu BAH

Because military BAH is tax-free, lenders gross up your housing allowance by 15% to 25% on your VA loan application. Stacking grossed-up BAH on top of your offset rental income gives you substantial qualifying leverage.

# 3. Execute a Fast-Close Purchase Remotely

Don't waste weeks of Temporary Lodging Allowance (TLA) searching after you land. Working with a specialist who conducts detailed video walkthroughs and manages 30-day fast-close escrows ensures your keys are ready when your flight lands.

**Is the VA funding fee higher for a second VA loan?**

Yes, for subsequent use of a VA loan with $0 down, the VA funding fee increases slightly (unless you have a qualifying VA service-connected disability rating of 10% or higher, in which case the funding fee is completely waived!).

Holding an existing home doesn't stop you from buying on island. Partial entitlement lets you expand your property portfolio while serving on Oʻahu.
