Does Instagram personalize and rank comments based on your region?

I frequently notice that when I open comments on posts or Reels from foreign creators, the top comments are almost entirely from users in my country (India). Does Meta personalize comment ranking based on user location and IP, or is it just driven by demographic volume? Has anyone else noticed their comment section looking completely different compared to people viewing from abroad?
