CPU Temps in the High 80s to 90 C ??

Hi, I built my own PC for the first time about 2 years ago and I literally just followed a youtube video without really knowing anything about PCs so please excuse my lack of knowledge.

In the past couple of months when I'm just doing simple things like watching youtube videos the temp is fluctuationg from 80 -90 C. When I play games (LoL or Genshin Impact which aren't really intense graphics I don't think) its stays around 95 or 96.

Is this normal? How do I fix this? Does I have to re-apply cooling paste (I used the pre-applied that came with it)?????

CPU: AMD Ryzen 9 7950x

GPU: NVIDIA GeForce RTX 4070 SUPER

Motherboard: GIGABYTE X870E AORUS PRO ICE

Cooling stuff (?) : CORSAIR iCUE Link H150i LCD Liquid CPU Cooler - 360mm AIO - QX120 RGB Fans - 2.1” IPS LCD Screen - Fits Intel LGA 1700, AMD AM5 - iCUE Link System Hub Included

I have 10 fans: The 3 on the top and 1 on the left/back are going out of PC. The 3 on the side and 3 on the bottom are going into PC.
