Commando MLS-4X laser guidance broken?

The laser guidance on the Commando doesn't direct the missile near as fast or accurate as it used to. Before the missile would follow near exactly where the laser pointed, now it doesn't seem to change course unless you really yank the laser in a different direction.

Is this an intended nerf or a bug?
