Campsite for 10th Villager

Hi! I've had this game since its release, hehe. First time picking it up recently in the past 3 years. I realized I only have 9 villagers! I want the full 10! I've been time traveling day by day to wait for a campsite tent to appear but no luck....due to the Welcome Amiibo update, do I NEED an Amibo to get the tenth :[? I really prefer my villager to be random and just done organically. Im playing on an unmodded 3DS so this is all base-game.

I've been trying to find an answer for this but its all flooded with ACNH forums or just not answering what im asking. Thank you! :D
