Why is delirium fog spread random?

Why in this god forsaken endgame system after all the hopping, travel mapping, setting up tablets, maps everything and i still have to pray to rng that i get a good spread otherwise im gonna have to use 2 mirrors, get both to 200%, sometimes 3?

Why can't we just pick maps like rite of nameless?
