A street in our neighborhood has become a makeshift flea market, nearly on a daily basis

Code compliance/police refuses to show up. People stop in the middle of the street and block both ways of traffic. They have caused accidents, block traffic of people trying to get home and leave a mess everyday they are present. Are there any other options?
