Is Loadshedding back ?

I live in the Edapally area and for the past two days the electricity is getting cut sharp at 10 pm and comes on at 10:30. And I can see the power gone in a section only. Have they announced load shedding again? If they haven't, isn't it kinda cheap to be doing so on the down low?
