After several months of working with grants managers to complete the JIT on STTR at NIH, I just got a funding deferred email with no explanation and no response from PO

Anybody know what funding decision deferred means? I am really frustrated in no small part because it was obviously too late for a new submission while I was working with them to get all the info in.
