Seeking advice for overly bleached hair that cant grow past my shoulders

After bleaching 5-6 times in few months my hair drastically changed(obviously) And also thinned. I cut thinned parts every 3 months and now im growing them out but every 3 months they are split again and i cant see new growth. Does minoxidil help or I shouldnt use it for just bleach damage? Should i just wait, cut regularly and not bleach/dye them? I do scalp massages hair oiling and sleep in a protective hairstyle, use hair masks etc (had rly long hair few times in my life so its not any phase)
