Outgeared?

Am I the only one who is consistently outgeared in every match or am I just crazy?

I'm entering matches wearing full green and facing full blue or blue/purple mix. If I go blue, everyone is purple. I go purple and everyone has legendary.

I understand it can be a good thing as I can get good loot, but having to fight from behind significantly more often than just having balanced gear fights is getting frustrating.
