Types of or types?

I’m working on a website that deals with a legal process, and we are deciding on the label for a page and its corresponding tile.
A SME wants to call it: "Types of legal applications”

My UX concern is about scannability. Users generally scan for the core keyword ("Applications" or "Legal applications"), so front-loading the phrase with "Types of..." pushes the most important information further down the reading line.

I am trying to decide between:
1 Types of legal applications
2 Legal application types

Can I get UX writers’ thought on this?
