kind of confused about who to contact for my sending partner as a stateless person

hello I reside in the gulf and have a Syrian travel document issued for Palestinian refugees. I’ve lived in the gulf since I was born and my id says “Palestinian “ and I wanted to apply to this scholarship but I’m kind of confused on who my sending partner would be? would it be Syria or Palestine? . same thing for the visa process who would I go to for the police clearance certificate. if anyone from the gulf who has the same document as me and went through with this scholarship please help🙏🏻
