Challenges with co-manufacturing

Not sure if this is the right subreddit for this but figured it’s worth a shot. I’m working on a packaged good product that will have some specific flavours that require formulation. Asides from the flavours, the ingredients for the product are straight forward and are carried by co-manufacturers who specialize in this good.

I’ve spoken with the formulator and I know it would cost about 15K to develop the recipe for my product.

The challenge is I have not been able to find a co-manufacturer that can give me a quote on how much this product could cost to produce without knowing my exact recipe. I totally understand that they can’t give me a precise price but I was hoping that based off the known ingredients I would need to use, they could give me a range so that I can assess the feasibility of my product.

I just don’t want to sink 15K into formulating without knowing at all what it would cost me to produce this product.

I was just wanting to get some advice from anyone who might have gone down this path before and if you have any advice on how to approach this.
