Anyway to report a seller to a human?

I swear every time I report something that is clearly in violation of Ebay’s rules the AI never does anything about it. I just purchased something that says they were a USA seller but it’s coming from Dubai I reported it as location not being correct provided screenshots and still nothing was done.

I also have reported: Sellers promoting an alternate site to purchase, Sellers misnaming items as a more expensive item from the same brand to fool buyers. Nothing is ever done and they say they found no issues. I’m going to stop reporting as I’m worried somehow my account will be flagged.

Is there anyway to push this up the ladder to an actual human?
