Courts taking 3 months ?

Waiting for my grandmas will finalized and the beneficiaries to be paid out. The lawyer has the money but says she is waiting for the final say from the courts? Can anyone explain why it would still go to the courts if they have most of the money(as the lawyer says) at the office?

There are trust funds as 3 beneficiaries are under 18 too
