Is it okay to ban all exports of gold and silver as in coinage law??

I just got an option to choose my coinage law and I chose to ban all exports of gold and silver. The other two options were limited exports and unlimited exports. Also the option I choose said the income from minting increased by +33% but the output of gold and silver was -5%. What does it mean and is the decision overall good?
