Is it worth it to play eith subjects early game?

I'm playing as hungary, my country is huge. I cants get hardly any control to my border provinces. If I am to expand should I use subjects so I get something out of them and annex them only when I get better control spread?

Mind you that hungary only has one city wich is the capital so I cant build a local governor anywhere yet
