Dog keeps scratching himself till he has no more hair.

Over the course of a couple months my dog keeps scratching and licking himself. Half of his body almost has no hair. I seen fleas on him and was able to wash it off, but he still scratching . I gave him allergy and anti tick medication but it’s not working. What course of action should I take ?
