Cheap hair removal options?

Is there any cheap IPL device in Brazil? Every good one seems expensive here.

What is a good low budget option? I really hate having hair and shaving takes too much time and patience, it also doesn't give me a smooth skin, it leaves small dark spots everywhere on my body.

I want to try epilation on full body and laser on my beard if i can afford it someday, to get rid of the shadow it leaves when shaved.

Any help? :(
